
MARC L. CHARNEY practices in the area of real property, land use and development, public agency and environmental law. Mr. Charney has been associated with the law firm since 1967. He has been a partner since 1973.
He is a member of the California State Bar, the Real Estate Section of the State Bar, the Ventura County Bar Association, and the Real Estate Section of the Bar Association. He has been admitted to the California and U.S. District Courts, Central District of California, and the U.S. Supreme Court.
Mr. Charney represents agricultural, commercial, residential and industrial landowners, developers and public agencies. He negotiates and documents a wide range of transactions, including purchases and sales, concurrent and delayed tax deferred exchanges, commercial, industrial, office and agricultural leases, and construction and permanent financing devices. Mr. Charney is especially active in the area of land use and environmental law regarding the development of, and subdivision of real property and represents clients before local, regional and state planning and permitting agencies.
As a member of the firm, he has served as contract City Attorney and Redevelopment Agency Attorney to the City of Port Hueneme and the Redevelopment Agency of the City of Port Hueneme. He has also served as counsel to the Redevelopment Agency of the City of Oxnard and the Redevelopment Agency of the City of San Buenaventura. He represents private parties with respect to the negotiation and performance of: disposition and development agreements and owner participation agreements with redevelopment agencies; and development agreements and mitigation agreements with cities and counties.
Mr. Charney is frequently consulted by public and private clients concerning California Environmental Quality Act issues, relating to real estate development. He advises clients concerning the preparation of environmental audits and the remediation of contaminated sites in connection with real property transactions.
Mr. Charney is active in community business organizations. He has served as senior director and past president (1978) of the Oxnard Chamber of Commerce; director and former president (1993-1994) of the Ventura County Economic Development Association; former director of the Greater Oxnard Economic Development Corporation (1994-1999); director and former chair (2000) of the University of California at Santa Barbara Economic Forecast Project, Ventura County.
Mr. Charney was selected as the Outstanding Young Man of the year in 1978 by the Oxnard Junior Chamber of Commerce. In 1993, he was honored as the Business Person of the Year by the Oxnard Chamber of Commerce. In 1994 and, again in 2004, he received the Carl Lowthorp Golden Eagle award for outstanding public service from the Ventura County Economic Development Association.
Mr. Charney is also active in charitable organizations. He is a former vice president and director of the United Way of Ventura County (1979-1986), a former vice president and director of El Concillio de Condado de Ventura (1986-1993), and a former president (1993-1994) and director of the Ventura County Division of the American Heart Association. He is a former vice president and director of the American Cancer Society, Central county Division (1995-2000). He served on the 2000-2001 Grants Committee for Destino 2000. He was also founding director and is currently on the advisory committee to the Ventura County Leadership Academy. He has served as secretary to the Ben Nordman Public Service Award Fund since its inception in 1986.
Mr. Charney received his undergraduate and law degrees from the University of California at Los Angeles.
